W. Randy Bell
International Data Centre

W. Randy Bell has served as Director of the International Data Centre (IDC) Division of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization since 28 October 2013.


Bell is a national of the United States who obtained a Master’s degree in Physics from George Mason University, USA, in 2010 and a Master’s degree in Computer Science from John Hopkins University, USA, in 1994 and a Bachelor’s degree in Mathematics from the University of Rochester, USA in 1986.


Between 2004 and 2013, Bell was the Director of the Office of Nuclear Detonation Detection, at the National Nuclear Security Administration (NNSA) in Washington D.C., USA.  In this position he led the programme that produces space-based sensor payloads to monitor the globe for nuclear detonations, and conducted research to advance space-based as well as terrestrial-based monitoring technologies (such as seismic, infrasound, debris sampling). Prior to that, he held other positions within the Department of Energy, serving as the Manager of Space and Remote Sensing Systems at the NNSA from 1993 to 2004 and as a nuclear engineer in the Office of Nuclear Energy from 1991 to 1993. Bell began his professional career as an officer in the United States Navy’s nuclear submarine service.


During his nearly 30 year career, Bell has led teams and organizations in developing, implementing and operating advanced systems for monitoring, verification and security. He has led research groups, acquisition programs, field deployments, and operational teams.


As the Director of the IDC Division at the CTBTO, he is directly responsible to the Executive Secretary for the operation of the International Monitoring System including real time status of stations, collection processing and dissemination of data and analysis products. The IDC Division also develops improved methods for processing to achieve greater efficiency and improved performance. As an identified responsibility under the Treaty, the IDC Division conducts outreach and training to facilitate Member States’ own use of CTBTO raw data and data products.


Bell and his wife have two young children.
