Facility Agreement signed by Russian Federation and the CTBTO Preparatory Commission entered into force

A Facility Agreement signed by the Russian Federation and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) entered into force on
27 December 2006.

Russia is host to 32 facilities of the CTBTO International Monitoring System (IMS), including six primary seismic stations, 13 auxiliary seismic stations, eight radionuclide stations, four infrasound stations and one radionuclide laboratory. The agreement regulates all activities in respect of these IMS facilities.

Russia hosts these stations as part of the IMS to verify compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The Facility Agreement grants the CTBTO Preparatory Commission the necessary legal authority to carry out work at all IMS facilities on the territory of the Russian Federation.

The Facility Agreement was signed on
22 March 2005 by Colonel-General Anatoly I. Mazurkovich, on behalf of the Government of the Russian Federation, and by Mr. Wolfgang Hoffmann, Executive Secretary of the CTBTO Preparatory Commission, on behalf of the Commission. Russia signed the CTBT on 24 September 1996 and ratified it on
30 June 2000.

To date, the CTBTO Preparatory Commission has concluded 36 Facility Agreements, out of which 29 have entered into force.

The following facilities are covered by the agreement: the primary seismic stations at Khabaz, PS32; Zalesovo, PS33; Norilsk, PS34; Peleduy, PS35; Petropavlovsk-Kamchatskiy, PS36 and Ussuriysk, PS37; the auxiliary seismic stations at Kirov, AS82; Kislovodsk, AS83; Obninsk, AS84; Arti, AS85; Seymchan, AS86; Talaya, AS87; Yakutsk, AS88; Urgal, AS89; Bilibino, AS90; Tiksi, AS91; Yuzhno-Sakhalinsk, AS92; Magadan, AS93 and Zilim, AS94; the radionuclide stations at Kirov, RN54; Norilsk, RN55; Peleduy, RN56; Bilibino, RN57; Ussuriysk, RN58; Zalesovo, RN59; Petropavlovsk-Kamchatskiy, RN60 and Dubna, RN61; the infrasound stations at Dubna, IS43; Petropavlovsk-Kamchatskiy, IS44; Ussuriysk, IS45 and Zalesovo, IS46; and the radionuclide laboratory in Moscow, RL13.
